There is a renewed focus on the concept of statutory master planning in urban governance, but its rationale remains dated, and newer sensibilities stand unaccommodated. As town planners grapple with financial challenges, close to 65% of India’s urban settlements lack master plans, and the approach is mostly ad hoc. This begs the question: Are master plans really the panacea?
